There are 6 Great Civilisations of the infinite Multi Verse , those civilizations that have the ability not only to travel between stars, but also galaxies, time travel, alternative realities and parallel universes , whose physiology make them appear to be biologically immortal (on both a geological and human timeframe, although even they cannot withstand entropy or weapons powerful enough to kill them) and whose science can pass for the impossible magic, with enough military strength and geographical reach is enough to withstand the worse of attacks, wherein weapons of mass destruction are the capability to reduce entire galaxies to nothing other than nebula.
They are the principle civilizations of what remains of the grand Allianz , which was forged in a war lasting 13.5 million years and in relative human terms ended at the same time as the dinosaurs on planet Earth, which resulted in the destruction of billions of civilizations and quadrillions of life forms .
To ensure that nothing like this happened again, they instituted the "congress" system, similar to the system of international relations that existed after the Napoleonic wars on earth: not quite a UN of the stars, but not quite a cold war: more like watching Metternich ,Bismarck,Palmerston &Disraeli than Trump, Jimmy Carter or Brezhnev.
They are in no particular order , with the names of their government in brackets, although it must be noted that the Byzantine are considered primus inter pares (first among equals) :

2. The Koobe [ Co operative Democratic Freehold]
3. The [Holy] Byzantine [Empire ]
4. The Bahar[ Republic]
5. The K'hari [Collegiate]
6. The Onconvar [Communities] of [Convergence]
